This part seems to be used to keep the outer-barrel assembly from sliding forward (M14). It looks to me like a tab is broken off in the center. Is it broken?

Yup. It's busted. In fact, that piece is kind of important as that missing post is what keeps the outer barrel in place.should be easy enough to fix though....just have to use some electrical tape around the outer barrel to slightly build up the diameter so it's pinched in between this part and the receiver. That should do the trick.
